Common Control Channel (CCCH).
This bidirectional channel is used to exchange control
information between the UE and the network. In the downlink direction, it maps
the FACH to an Unacknowledged Mode (UM) RLC entity. In the uplink direction, it
maps the Random Access Channel (RACH) to a TM RLC entity.
