SIB 3 contains the cell selection and reselection parameters for the serving cell. SIB 3 also contains the cell access restriction information for the current cell. SIB 3 information is used by the RRC in idle mode and connected mode (only if SIB 4 is not available),
to perform cell selection and reselection.
